House Speaker David Osborne issued a statement offering condolences to the family and colleagues of Kentucky State Trooper Hayden Phillips, who was fatally shot during a traffic stop Monday on Interstate 65 in Warren County.

Osborne said in a release that Phillips, a 30-year-old Kentucky State Police veteran assigned to Post 3 in Bowling Green, "gave the ultimate sacrifice." He urged Kentuckians to remember Phillips' service and honor his commitment to protecting the commonwealth.

"On behalf of the Kentucky House of Representatives, I offer our deepest condolences to the family of the Kentucky State Trooper Hayden Phillips," Osborne said in a statement. "Kentucky has lost a great Kentuckian and a dedicated public servant."

Osborne also expressed support for law enforcement more broadly, saying "we stand firmly with his fellow Troopers and all of the men and women in law enforcement who put on the uniform each day knowing the risks they face."

A 51-year-old Tennessee man, Emonnie Branch of Portland, was arrested in Louisville following a statewide manhunt and is charged with murder of a first responder. Gov. Andy Beshear and other state officials have also released statements mourning Phillips, describing him as a devoted husband and father of three.

Phillips was the latest in a series of Kentucky law enforcement officers killed in the line of duty in recent months, highlighting the ongoing risks faced by those in uniform.
