Bingo. Folks quickly spotted it's from the Philippines with a fake court website ending in dot C-C instead of dot gov.
Good catch by the community. Courts don't text you anyway.

Yeah, so I noticed that fake court text had a plus sixty-three country code. That's the Philippines. Like, if Fayette County's suddenly outsourcing their legal notices to Southeast Asia, we've got bigger problems.
