Kentucky officials to celebrate signing of Second Amendment bills
State officials said Monday they will celebrate the ceremonial signing of two pro-gun measures that the Kentucky legislature overrode from gubernatorial vetoes in April.
Representatives Savannah Maddox and TJ Roberts will join Secretary of State Michael Adams on Tuesday for the signing ceremony of House Bill 78 and House Bill 312 at his Frankfort office.
House Bill 78 provides liability protections for firearm manufacturers and sellers against lawsuits stemming from the criminal or unlawful misuse of legally sold firearms, while House Bill 312 allows eligible 18- to 20-year-olds to obtain provisional concealed carry licenses after completing the same firearms safety training and background check requirements as standard concealed carry applicants.
The Kentucky legislature overrode two gubernatorial vetoes on April 14, 2026, with HB 78 clearing on override by 80-19 in the House and 31-6 in the Senate, while HB 312 passed on override by 81-18 in the House and 28-9 in the Senate. Gov. Andy Beshear had vetoed both measures in early April.
Beshear said he vetoed HB 78 in honor of victims of a 2023 Louisville mass shooting, arguing the bill prioritized immunity for gun dealers over public safety. In his veto message for HB 312, Beshear argued that people under 21 face other age-based legal restrictions and said laws setting those minimums are meant "to protect our youth."
