LEXINGTON, Ky. — The Urban County Council will consider dozens of spending proposals during a work session scheduled for Tuesday, including three contracts worth more than $3.6 million to provide winter emergency shelter services for people experiencing homelessness during the cold months ahead.

The council is set to discuss authorization to execute an agreement with EDS Holdco, LLC to operate a general winter emergency shelter for persons experiencing homelessness between October 29, 2026, and April 1, 2027, at a total cost not to exceed $3,081,732.03. The Lexington-based Emergency Disaster Services has previously operated seasonal shelters for the city.

Two additional shelter contracts would provide targeted services. One proposal would authorize an agreement with Community Action Council for Lexington-Fayette and other counties to operate a winter motel shelter for families with children experiencing homelessness between November 1, 2026, and April 1, 2027, at a cost not to exceed $300,000. A third would authorize an agreement with Hospice of the Bluegrass, operating as Bluegrass Care Navigators, to provide motel-based winter shelter services for elderly and disabled persons experiencing homelessness at a cost not to exceed $234,977.

Beyond homelessness services, the council will consider infrastructure and maintenance spending. The agenda includes a proposal to authorize a sole source purchase with Siemens Inc. for $444,705 to update and repair Automatic Transfer Switching equipment at the West Hickman Wastewater Treatment Plant. Another item would authorize a Sanitary Sewer Service Site Specific Agreement for the Ball Homes LLC Ash Tree development project, with no budgetary impact.

The work session, held at 3 p.m. in the Council Chamber at 200 E. Main St., will also include a presentation on the Downtown Area Master Plan and discussion of budget amendments. Council work sessions are forums where members discuss and review new city business, though binding votes typically occur at regular council meetings held later in the week.
