
Planning Commission work session to review Complete Streets, growth-area zoning
LEXINGTON, Ky. — The Lexington-Fayette Urban County Planning Commission is scheduled to hold a work session Thursday, October 15, in the third-floor conference room of the Phoenix Building, beginning at 1:30 p.m. Eastern, according to the published meeting agenda. The agenda lists four briefings, followed by other business and adjournment, and it shows no action items.
The first briefing, a 10-minute update led by Kenzie Gleason, Planning Manager for Outreach and Strategic Planning, concerns proposed changes to the Complete Streets subdivision regulations. The city's current text amendment list describes the change, identified as PLN-SRA-26-00001, as a measure meant to resolve conflicts between the Complete Streets Policy and the Complete Streets Design Manual while streamlining requirements. Earlier coverage by CivicLex said final action on related subdivision changes was expected in the fall.
Daniel Crum, Planner Principal in Planning Services, is slated to give a 15-minute update on the Urban Growth Master Plan zoning ordinance text amendment. According to the city's zoning text amendment list, the amendment, PLN-ZOTA-26-00011, would set standards so that new development in the 2023 expansion areas aligns with the 2024 master plan. In February, Crum told commissioners that staff was drafting language to turn the plan's advisory recommendations into enforceable standards, a step tied to House Bill 443, a 2025 state law that limits discretionary review of final development plans.
Progress has been slower than staff originally projected. A September report from the Lexington Times said the amendment appeared on the city's Accela portal on Aug. 31 without draft text attached, months after staff had hoped to bring it to a hearing. The agenda itself does not say whether draft text will be presented on Thursday.
Traci Wade, Planning Manager in Planning Services, will lead a 10-minute discussion of the planning meeting and filing schedule. The agenda does not describe the schedule's contents.
The session closes with a 30-minute Placebuilder training led by Hal Baillie, Planning Manager for Long Range Planning, the longest item on the agenda. The agenda provides no further detail on the training's scope or purpose.
