OneQuest Health has opened a new outpatient behavioral health center in Louisville, expanding access to mental health and substance use services in Jefferson County as Kentucky faces a critical shortage of mental health resources and Medicaid funding cuts.

The clinic, located at the Medical Arts Building at 1169 Eastern Parkway, became fully operational this week with no waiting list for new patients. It offers individual, couples, and family therapy, intensive outpatient programming, family preservation services, and telehealth options.

The expansion comes as Kentucky grapples with unprecedented mental health challenges. The state has 3.4 million residents living in federally designated mental health professional shortage areas, while 70% of adults with substance use disorders go without treatment and 54% of youth with major depression receive no care.

The Louisville opening reflects broader concerns about Medicaid reductions affecting behavioral health providers statewide. Healthcare providers received notice in June of 4% Medicaid rate cuts beginning in August. Kentucky is projected to lose nearly $2 billion in federal Medicaid funding over the next decade, endangering rural hospitals and forcing health systems to scale back services.

OneQuest Health, formerly known as CHNK Behavioral Health, transitioned to its current name in November 2025 to reflect its expansion beyond regional services, and has served the region for nearly 150 years. The Louisville location marks the organization's fifth treatment facility and represents its strategic push toward integrated physical and mental health care. The nonprofit operates through a hybrid public-private structure, using revenue from Employee Assistance Programs and life coaching to subsidize care for low-income and Medicaid-enrolled patients. The organization has earned recognition from the Human Rights Campaign for LGBTQ+ inclusion.
