LEXINGTON, Ky. — The Urban County Planning Commission's Subdivision Committee recommended approval of a major residential development on Richmond Road while flagging multiple deficiencies that developers must address before moving forward.

The White Farm proposal would bring 480 multifamily units and 114 townhomes to the 30-acre property at 3515 Richmond Road in Council District 7. The project is being developed by Hillpointe, a Florida-based real estate firm making its first Kentucky venture.

The committee's recommendation came with 15 significant requirements the developers must satisfy, including corrected lighting plans, proper designation of public versus private rights-of-way, bike parking distribution, and compliance with waste management specifications. The developers must also address concerns raised during technical committee review regarding dumpster access for trucks and stormwater management responsibilities.

Developers requested a waiver to utilize a private pump station rather than a public facility, which the committee conditionally approved pending satisfaction of other requirements. The project requires sign-off from multiple city departments including the Urban County Engineer, Traffic Engineer, and Urban Forester before proceeding.

The committee also recommended approval of two other major development projects during its August 6 meeting. The Lexingtonian, a proposed five-story multifamily residential building at 512-522 E. Main Street in downtown Lexington, and an Encore Partners development proposing 560 residential units on Athens Boonesboro Road both moved forward with conditions and identified deficiencies.

The Planning Commission is scheduled to vote on the White Farm development and other projects on August 13 at 1:30 p.m. ET at the Council Chambers, 200 East Main Street.
