
Two major residential projects face Planning Commission review Thursday
LEXINGTON, Ky. — Two large residential developments will appear before the Urban County Planning Commission on Thursday, including a 594-unit project on Richmond Road that has been postponed multiple times and a 1,240-unit mixed-use community proposed for Todds Road.
The Planning Commission is set to consider the White Farm development plan, which would bring 480 multifamily apartments and 114 townhomes to a 30-acre property at 3515 Richmond Road in Council District 7. Hillpointe, a Florida-based real estate firm, is proposing the project, marking the company's first Kentucky venture.
The Subdivision Committee has recommended approval of the White Farm plan, though staff have identified 15 requirements that remain unmet, including clarifications on lighting plans, bicycle parking distribution, dumpster enclosure specifications, and depictions of public versus private rights-of-way. The project also requires a waiver to utilize a private pump station rather than a public facility.
The commission is also scheduled to consider Andover Commons, a proposed 1,240-unit mixed-use development on 123.13 acres at 4200 Todds Road in Council District 12. The zoning petition seeks to change the property from Agricultural Rural to Neighborhood Business and Medium Density Residential zones, allowing for residential density of approximately 10 units per net acre.
The Zoning Committee and staff have recommended postponement of the Andover Commons petition, requesting that the applicant address comprehensive plan goals related to transportation, connectivity, and sustainable development. Staff also asked for clarifications regarding design standards, block lengths, building heights, and multi-modal network connections to adjacent neighborhoods.
The meeting is scheduled for 1:30 p.m. Thursday in the Council Chambers at the Urban County Government Building, 200 East Main Street.
