LEXINGTON, Ky. — The Urban County Council work session on August 25 will feature multiple infrastructure and budget items, though final votes on most matters are expected to come at Thursday's regular council meeting.

The agenda includes authorization to execute an amended and restated grant agreement for the East Hickman Pump Station Expansion and Rehabilitation project, which would receive $3.77 million in federal American Rescue Plan Act funds through Kentucky's Cleaner Water Round 2 Grant program, with no local matching funds required. The council is also set to consider authorization for the mayor to sign documents for reallocation of all Kentucky Cleaner Water Grant funds, which involve $37.77 million across nine distinct stormwater and sanitary sewer projects.

Water and environmental monitoring will appear on the agenda through a proposed $127,000 agreement with the United States Geological Survey for continued stream flow, water quality and rain gauge operations through June 30, 2027.

The council is scheduled to consider a presentation on the ADA Transition Plan, which addresses accessibility at city parks and facilities. According to recent materials from the presentation, a phased approach to accessibility retrofits would take approximately 20 years to implement and cost at least $74.4 million for the first three phases, not counting optional improvements.

A $326,485 change order for the New Senior & Therapeutic Center project appears on the agenda, increasing Calhoun Construction's contract from $17.2 million to $17.5 million with no change to the timeline. Additionally, the council will consider an Endowment Fund Agreement with Blue Grass Community Foundation to support development of Kelley's Landing property through Parks and Recreation.

Animal control services for fiscal year 2027 will be up for consideration, with a proposed $2.5 million purchase of service agreement and vehicle lease agreements with Lexington-Fayette Animal Care and Control, LLC.

Public comment on agenda items is scheduled to begin at 3 p.m. in the Council Chamber at 200 E. Main Street. Final binding votes on most agenda items typically occur at the regular council meeting on Thursday, August 29.
